Exporters, it's time to clean up your act

Recalls of toys. Allegations of poisoning. Chinese exporters are under
fire. And the recent wave of safety-related accusations in business and
global media is raising the question among Chinese: What is this all
about? Is it just another round of politically motivated demonization?

But there was good news from Washington last week, with a joint petition
signed by more than 1,000 economists led by four Nobel laureates to
dissuade the US Congress from enacting protectionist laws against China.

At the same time, a group of Congress members unveiled a bipartisan
legislative package designed to expand US engagement with China and
increase American competitiveness in the global marketplace. It included
a bill to boost support to small- and medium-sized US businesses
exporting to the Chinese market.

In fact, no matter how emotional the China critics get, this will not
become a lasting campaign. And it's even less likely to turn into
blatantly anti-competitive legislation - even though it comes as the
presidential campaign heats up.

This current round of China bashing is unlikely to get any worse than the
criticism directed at the country in the late 20th century.

But although businesspeople may do well to ignore protectionist arguments
from politicians, they should respect feedback from consumers. Safety
concerns are fully legitimate. There should be zero tolerance when it
comes to food and anything given to children.

Since China's entry to the World Trade Organization, more and more local
companies have begun exporting. Some of them are small. Some make the
same goods and supply to the same brands.

Chinese-made products have become so ubiquitous that it may be nigh on
impossible for Americans to do without them. At least that's the
conclusion reached by Sara Bongiorni in her book A Year Without 'Made in
China'.

During Bongiorni's one-year experiment, she confessed: "I ended up
spending almost $70 for tennis shoes for my son, compared to $10 or $15
for those from China."

With such a high level of business activity and so many suppliers serving
numerous customers, any loopholes, any instances of lax regulation or
misconduct - whether by manufacturers or merchants - can easily lead to
mishaps. It is time for Chinese exporters to do something to provide a
better service to their customers.

Rising safety concerns in the Western press should not be viewed as just
China bashing. It is not purely politically motivated. And while analysts
can always argue that politics is behind it, for businesspeople there is
no time to waste.

Exporters mindful that "putting people first" actually means putting
lives first will be compelled to act more competitively not only in price
and overall cost-effectiveness, but also in quality - and safety.

What governments can realistically do to protect the interests of both
small Chinese companies and importing countries' consumers, is to work
out a better system to reinforce trade standards and ensure quality.

The government, of course, should take the lead on this. This economy
cannot always compete on speed and cost. And if it does not shift to
include being safe and clean when it has already got the money to do so,
it will miss a huge opportunity.

Lakeside cities must step up battle against pollution

I used to think that nothing could block China's change so long as the
central government in Beijing had the determination and the money.

This is a government that can put a man in space, and also generate
prolonged and widespread changes that people call reform and opening-up.

But in recent reports about the continuing pollution of the water
resources across the country, one can see the limits of the power of a
government, no matter how strong it is.

And one learns a valuable lesson about how things really work: There will
be no change unless Beijing's initiative is followed at the local level -
by governments, by communities, and by individuals.

A lack of agreement and enthusiasm at the local level with Beijing's
environmental campaign is why 2,150 small chemical, and chemical-based
processing companies - including paper mills, metal works, and
electroplating workshops - still exist in the surrounds of Taihu Lake in
the Yangtze Delta.

Last week, following another report of the lake's pollution, the
provincial government announced that this time small industrial
operations would be closed down - but with a grace period from now to the
end of 2008.

But the lake still has to wait for some time before it can see a marked
decrease in pollution. According to local officials, use or rather
over-use, of chemical fertilizers in the paddy fields surrounding the
lake continues.

And, it will not be until 2010 when all lakeside cities will start to
commit 3 percent of their gross domestic product (GDP ) - a relatively
small amount - to pollution control.

It is distressing to hear that 2,000 small chemical companies have
managed to keep operating after billions of yuan of public funds have
been spent in a decade-long pollution control program for the lake.

Considering the fact that the lakeside regions are among China's most
wealthy, with cities of Wuxi, Changzhou and Suzhou contributing more than
half of Jiangsu's GDP, a province that is considered to be one of the
major powerhouses of China's economy, what was promised on environmental
issues now appears to be very little.

Even the promise of re-employment and training of workers - 20,000
employed in 2,000 chemical companies - has not been discussed with the
workers in the advent of a closure.

However, there are things that officials say they will do immediately,
including a ban on the approval of new projects that pose a pollution
threat, and higher levies on the discharge of waste.

But with more funds, the authorities have yet to explain how it will be
spent. Is it going to be used on the training of the workers seeking
re-employment? Is it going to be used to finance idle sewage treatment
plants?

Little is known of the joint actions to be taken by lakeside cities. Will
there be mutual support, if not mutual policing. We have been left in the
dark.

---Vice-Chairman of Central Military Commission

Following is a biographical sketch of Chi Haotian, who was nominated to
be state councillor by Premier Zhu Rongi and approved at the First
Session of the Ninth National People's Congress (NPC).

Born in July 1929; native of Zhaoyuan, Shandong Province; joined army in
July 1945; joined Communist Party of China (CPC) in October 1946.

Chi started from a copy clerk, signalman and squad leader in his teens,
and rose to serve as company and battalion officers in Third Field Army
before New China was founded in 1949, participating in a number of major
campaigns.

From 1950-55, served as battalion instructor and director of a regimental
political department of the Chinese People's Volunteers.

Studied at Infantry School of People's Liberation Army (PLA) and
Combination Department of PLA Military College From 1958-60,.

Served then as reginmental political department director, regimental
political commissar, division political department director and division
political commissar in 27th Corps in late 1960s and early 1970s.

Also served as leading official in Liberation Army Daily, deputy
editor-in-chief of the People's Daily and deputy political commissar of
Beijing Military Area Command in 1970s.

Between 1977-92, Chi Haotian worked as deputy chief of the PLA General
Staff, political commissar of Jinan Military Area Command, member of
Central Military Commission and chief of PLA General Staff.

And served as member of Central Military Commission, state councillor and
minister of national defense, 1992-95.

Since 1995, he has been serving as vice-chairman of Central Military
Commission, state councillor and minister of national defense.

He was member of 12th, 13th and 14th CPC Central Committees, and a member
of Political Bureau of 15th CPC Central Committee.

HANGZHOU, July 30 - Chinese President Hu Jintao has urged officials to
keep cleanhanded and devote themselves to the construction of a
harmonious and all-around better-off society.
Hu, also general secretary of the Central Committee of the Communist
Party of China (CPC), made the remarks during an inspection tour in east
China's Zhejiang Province from Saturday to Sunday.
Hu said clean conduct of Party members and officials, which marks the
vanguard nature of the CPC and the governance capability of the ruling
party, is crucial to the country's development.
He urged all Party members and officials to remember their role in
serving the people and better solve the problems where the people's
immediate interest lies.
When visiting state-owned enterprises based in the booming province, Hu
urged them to do more to promote independent innovation to sharpen their
edge to face challenges from competitors at home and abroad.
Hu also asked local officials and businessmen to pay more attention to
reducing pollutant emissions and saving energy.

Huaihe River enters critical period of flood control

Around 200 cargo ships were jammed in the approach channel at the Bengbu
lock on the Huaihe River on Monday, due to high water levels along the
waterway caused by floods further upstream. The Bengbu lock arranged the
ships to anchor beside the gate, before the water level recedes under

July 25 - The water level of the swollen Huaihe River remains dangerously
high and will probably rise again due to rain in the upper reaches of the
river, local flood control authorities warned.
The water level at Wangjiaba, a key hydrological station of the river in
Anhui, was 27.54 meters, or 0.04 meters higher than the warning line with
downstream sections 0.8 to 1.4 meters higher than the warning line,
according to the Anhui Flood Control and Drought Relief Headquarters.
Moderate to heavy rain hit parts of Anhui and Henan provinces Monday and
Tuesday, and was forecast to continue until Wednesday, which would cause
the river's water to rise again and remain high for longer time, said an
official with the headquarters.
About 660,000 people in Anhui have been displaced since July due to
floods and landslides triggered by heavy rain.
Ten floodwater storage areas have been commissioned to ease the flood
control pressure of the river, causing an evacuation of more than 10,000
people.
Officials said the flood control pressure will continue as the dikes face
an increased risk of being breached after soaking in high water for more
than 20 days.
Around 800,000 army troops and local residents have been working to
reinforce the embankments of the river to prevent further flooding.

Red-crowned crane festival in Qiqihar

Soldiers leave China for military drill in Russia

July 20 - The first batch of Chinese officers and soldiers have left
China for Russia to attend a joint anti-terrorism drill held by the
Shanghai Cooperation Organization (SCO).
Officers and soldiers left from Korla railway station for Russia at 2:52
p.m. on Thursday, along with armaments needed for the drill.
The six member countries of SCO -- China, Kazakhstan, Kyrgyzstan, Russia,
Tajikistan and Uzbekistan -- will stage a joint anti-terrorism drill from
Aug. 9 to 17.
The drill, dubbed "Peace Mission 2007", will be carried out in
Chelyabinsk in Russia's Ural Mountainous region and in Urumqi, capital of
northwest China's Xinjiang Uygur Autonomous Region.
"They (the soldiers) will travel a total distance of 10,300 kilometers,"
said Qiu Yanhan, deputy commander of the Chinese troops taking part in
the drill.
"This is the first time the People's Liberation Army (PLA) has sent so
many soldiers and armaments to such a far away place," Qiu said.
On the train, reporters could see various vehicles and armaments
including command cars and field emergency vehicles. All of them were
labeled with signs of "Peace Mission 2007" in blue and China's national
flag.
Guo Boxiong, vice chairman of the Central Military Commission said last
week that the exercise was a good opportunity to enhance international
cooperation on combating terrorism, separatism and extremism.
The exercise will help deepen relations between the militaries of SCO
members and enhance cooperation on defense security, according to Guo.
A total of 1,600 soldiers from China's army and air force -- including
airborne and logistic units -- will take part in the drill, according to
the Ministry of Defense.

of China's best-known scenic spots in east China's Anhui province, on

11 mln trees to print textbooks every year

Chinanews, Beijing, July 13 �C According to a report by Workers Daily,
elementary school pupils and high school students in China need nearly 3
billion copies of textbooks every year, which require 550 thousand tons
of paper, or 11 million trees.
The amazing calculation was made by Zhu Yongxin, a member of the Standing
Committee of the Chinese People��s Political Consultative Conference,
China��s top advisory body.
Zhu suggests that students should make the most of every copy of
textbooks by recycling them. However, the problem is not easy to solve,
as it needs to change the concept of the general public in the first
place. Besides, the government should work out regulations on the control
of publishers gaining extravagant profits from textbooks.
Nowadays, China has become the second biggest paper and paperboard
consumers, and not many Chinese are aware of the severe pollution caused
by papermaking, and its great demand for energy.

July 13 - The China Masters Badminton Championship 2007 kicked off on
Wednesday in Chengdu, southwest China's Sichuan Province, CRI reported.
Almost all the world's top ten players are participating in the
championship, which is an Olympic Games warm-up event.

July 12 - Authorities are on the alert for possible disease outbreaks
after an estimated 2 billion rats chomped their way through crops in 22
counties around Dongting Lake in central China's Hunan Province.
Li Junhua, spokesman for the Hunan Center for Disease Control and
Prevention, said Wednesday work teams have been sent to three cities on
Dongting Lake -- Yueyang, Yiyang and Changde -- to help prevent outbreaks
of disease.
Li said there were no reports of disease caused by rats so far.
The Hunan health department on Wednesday ordered local authorities to
initiate a communication campaign.
More than 2.25 million rats -- about 90 tons of rodent �C have been
killed since June 21 in Yiyang, local authorities said.
Cao Zhiping, head of the Yiyang office of plant protection and
quarantine, said the dead rodents had been buried deep in the earth after
being sterilized with quicklime and hence would not cause disease.
In Lujiao town, Yueyang, dead mice were burnt and buried in high ground
so that they could not be carried away by flood waters and contaminate
the environment.
The estimated 2 billion rats invaded 22 counties around Dongting Lake
after their homes on islands in the lake were flooded.
The rats burrowed through dikes and spread out into cropland, devouring
crops along their route.
Local authorities in Yiyang, Yuanjiang, Junshan and Huarong are rushing
to build walls and dig ditches to keep the rats away from flood-control
dikes and cropland.
Poison has also been widely used to kill the mice but has already had
side effects. In Binhu village of Lujiao town, about one thousand cats
died after eating rats killed by poison.

July 11 - Chinese "flying man" Liu Xiang finished with a 13"01 on Tuesday
to win the men's 110m hurdles at the Athletissima in Lausanne,
Switzerland, accomplishing his three-gold row at the event.
American Anwar Moore finished second with a 13"12, while his compatriot,
Allen Johnson only came fifth, with a 13"24.
Liu Xiang got off to a quick start, putting his defeat in the Paris
Golden League behind. But veteran Johnson showed better form in taking a
narrow lead until the third fence.
No one could stop on-par Liu Xiang. The world No.1 erupted, catching
Johnson at the sixth hurdle and leaving all rivals behind.
Liu's teammate Shi Dongpeng was eighth, finishing with a 13"42.

Waste computer turns to a "castle"

jumping from the Shibanpo Yangtze River Bridge in Chongqing on the

Asia's largest dinosaur fossil unearthed

The largest dinosaur fossil in Asia made its first debut in Zhengzhou,
central China's Henan Province on July 3, 2007. The 18-meter-long fossil
was unearthed recently in Ruyang County, Luoyang, Henan. According to
experts, so far it is the largest and heaviest dinosaur fossil in Asia.

July 3 - A selected campaign for torchbearers of the 2008 Beijing Olympic
Torch Relay kicked off in Harbin, capital of northeast China's
Heilongjiang Province on Sunday.
The campaign, which is approved by the Beijing Organizing Committee for
the 2008 Olympics (BOCOG), aims at encouraging more local residents to
join the Olympic Torch Relay. It enabled the public to witness the
Olympic Torch for themselves.
According to BOCOG, 377 people will be selected for the Olympic
Torchbearers in Heilongjiang, out of which 96 are from Harbin, 88 are
from Qiqihar city and Daqing city respectively, 32 are from provincial
sports institutions and 73 are from all walks of life.
The relay, which will launch in China on May, 2008, will cross Harbin,
Qiqihar and Daqing in Heilongjiang from July 14 to July 16, 2008.

China might reduce or exempt interest income tax

Chinanews, Beijing, June 28 �C This reporter has learned form the 28th
session of the Tenth NPC Standing Committee, held on Wednesday, that
China might reduce or exempt the interest income tax, a tax which has
been imposed in this countryfor eight years,
Entrusted by the State Council, Minister of Finance Jin Renqing recently
made explanations on some points in one related draft.
In order to adapt to the changes of the national economy and social
development, and to increase the interest gains of depositors, the State
Council, after careful consideration and discussions, had worked out a
the drafted resolution on reduction or exemption of the interest tax. The
NPC Standing Committee has empowered the State Council to approve the
proposal of reducing or exempting the interest gains tax, Jin said.
��New changes are taking place in Chinese society. Fixed assets
investment is growing rapidly and CPI is on the rise. The interest
incomes of Chinese depositors is becoming relatively smaller,�� the
Finance Minister said.
Right now, the State Council has approved the draft resolution and handed
it over to the NPC Standing Committee for discussion.
Chinese economy has been growing rapidly. As a result, the national
fiscal revenue has also increased. Under this situation, Chinese finance
departments can ��withstand the loss incurred by the reduction or
exemption of interest gains tax,�� Jin said.
By the end of 2006, China had collected 214.64 billion yuan of interest
tax.
��The interest income tax once played a positive role in encouraging
consumption, moderating individual incomes, and increasing the national
fiscal revenue,�� Jin noted.
On June 29, participants in the 28th session of the Tenth NPC Standing
Committee will vote for the proposal. If the proposal is passed, the
State Council will start to reduce or exempt the interest income tax in
linear of the needs of the country's economic and social developmental.

Olympic venues to be opened for public use

Apr. 26 - During Beijing's 2008 Olympic Games you could take your family
to watch swimming, diving and water polo events at Water Square, the pool
complex which is to play venue to these competitions.
But soon after the closing ceremony in the summer of 2008, you will also
be able to take a dip in the Olympic waters, attend a fitness class or
even watch a movie at the site, also called the National Swimming Centre.
Li Baowei, deputy director of the Beijing Investment Promotion Bureau,
yesterday explained how facilities would be put to use after the Games
and revealed that all 31 Olympic gym and stadium projects are open to
partnership with domestic and overseas investors.
The Beijing Development and Planning Committee (BDPC) has released
detailed schemes for 31 projects on the website www.bjoe.gov.cn, which
was officially launched on April 18.
The aquatic entertainment centre is expected to receive nearly 5,000
visitors every day.
But it is not just Water Square which will be made available to the
public - other venues, too, can be used or bought.
Beijing Wukesong Cultural and Sports Centre, which will host basketball
and baseball, will later integrate culture, sports and commercial
activity.
The Olympic Village, with residential, commercial and recreation
facilities, will be transformed into a low-density prime residential
community.

June 8 - Despite unexpected troubles in the opening game, the Chinese
women's volleyball team beat Poland 3-0 to claim its second straight
victory at the Montreux Masters in Switzerland.
With smashes from Zhang Yuehong and errors made by their rivals, the
Chinese built an early 6-4 lead. However, Poland, considered doomed to
failure in the group which also includes Turkey and favourites Cuba,
reacted to the neglect in their style, with soaring morale in their
offensive play.
Thanks to outstanding services in the game, Poland succeeded in keeping
neck and neck with the Olympic champions until 23-23 before Xue Ming��s
fast break and a Polish out-of-line smash helped China clinch the game.
Poland failed to ride a wave of emotion in the second game, while
resurgent Chinese showed their overall ability for attacks and blocks
eased to reap a 25-13 lead before the third game.
Unrivaled Chinese were irresistible in the final game, taking advantages
from services and net plays and a 25-12 comfortable win meant China
wrapped up its second victory at the tournament.
With two wins, China booked a berth in the semifinals. They will play
arch rival of the group, Cuba, on Friday.
The top two teams of each group will qualify for semis.

Whale shark caught in Zhoushan

A 5-m-long and 1,500-kg-heavey whale shark was caught off the coast of
Zhoushan Islands of Zhejiang Province on June 3. The shark was shipped to
Taizhou Port on June 5. Local fishers call it "frog shark" due to its
flat mouth like a frog.

Wuxi breathes easy, but water still undrinkable

June 2 - A team of water pollution experts have succeeded in dispelling
the unpleasant odor from the water supply of east China's Wuxi city, but
authorities say the water is still not safe to drink.
Domestic supplies would resume soon, but the city's 2 million residents
should continue to drink bottled water rather than risk the tap water,
which was polluted by an algae bloom in the main water source.
Wuxi Mayor Mao Xiaoping said a team led by Professor Zhang Xiaojian, of
Beijing's Tsinghua University, succeeded in dispelling the stench
produced by the blue-green algae at Taihu Lake with potassium
permanganate, an oxidant.
Workers also added active carbon powder at treatment plants.
"It took Professor Zhang and his team 17 hours of trials to reach the
right formula to eliminate the unpleasant odor," said Mao.
Residents have been told to run their taps to clean the pipes.
Wu Jianxuan, vice mayor of Wuxi, announced Friday that domestic tap water
rates would be reduced by half in June in compensation.
Both officials refused to give an exact date for the resumption of a
drinkable water supply.
Blue-green algae is an aquatic plant that occurs naturally in rivers,
lakes, damp soil, tree trunks, hot springs and snow. "Bloom" is the
common term used to describe an increase in the number of algal cells to
a point where they discolor the water, form scum, produce unpleasant
tastes and odors, affect shellfish and fish populations or otherwise
create a nuisance and seriously reduce water quality.
Experts blame three factors -- high temperatures, less rainfall and low
water levels, and abnormally high concentrations of phosphorus and
nitrogen in the lake water -- for the outbreak of blue-green algae bloom
in the Taihu Lake.
Since last Tuesday, many residents of Wuxi, have turned on their taps to
receive yellowish, stinking water.
The pollution led to a panic buying of bottled water and bread.
Local authorities are allocating more bottled water from neighboring
cities of Suzhou, Changzhou, Nanjing and Shanghai.
The city's pricing bureau has banned water price hikes. Vendors who
deliberately drive up prices face fines of up to 300,000 yuan (39,200
U.S. dollars).
The local meteorological observatory recorded an average temperature in
the Taihu Lake region of 17.1 degrees Celsius in the first five months,
0.7 degrees higher than previous years and the highest since 1955.
Rainmakers fired 39 rockets containing silver iodide from eight sites
around Taihu Lake on Thursday afternoon and Friday morning, inducing a
rainfall of more than 20 mm.
Meanwhile, the city government of Wuxi, 128 km northwest of Shanghai, has
opened a number of deep wells, which had been sealed off for fear of
excessive extraction, for use during the emergency.
Water authorities have also diverted the Yangtze River to dilute the lake
water, according to the Taihu Valley Administration under the Ministry of
Water Resources.
China has seen string of water pollution accidents, with more than 140
cases since 2005 when drinking water to millions of people in the
northeastern city of Harbin was stopped after a chemical spill
contaminated the Songhua River.
Among the top 10 environmental pollution cases listed by the State
Environmental Protection Administration (SEPA) last year, seven were
connected with water pollution, including four that directly led to
unsafe drinking water.

ZAGREB, May 28 - Wang Liqin shut the last non-Chinese out of the world
table tennis championships on Sunday, ensuring China's clean sweep of
gold and silver medals for the third time.
The defending champion played a technically smart game to outlast South
Korean Olympic champion Ryu Seung Min 6-11, 11-3, 11-7, 14-16, 11-6,
10-12, 11-7, joining teammate Ma Lin in the final.
It is the fifth time for China to clean sweep the individual golds and
for the third time, after the 1981 and 2001 championships, to walk way
with all the golds and silvers.
In the seventh set decider, Wang forced the South Korean to make mistakes
by pressuring on his backhand and hitting open space on his forehand side.
Ryu had driven into the net four times, before Wang jumped to a 8-4 lead
and then ran away 10-7. A backhand service return too long by Ryu made
the lanky Shanghaiese the third-time singles world champion.
The South Korean penholder opened brilliantly with a 4-0 lead as Wang
looked hesitant. The Chinese had closed it to 4-6 but Ryu cashed in on a
series of errors by the opponent to face the set point, which was lost by
Wang who sent a forehand drive too long.
Taking head coach Liu Guoliang's advice, Wang frequently returned to
Ryu's righthand open space. The tactics went well and Wang took the
second set 11-3.
Wang changed his tactics in the third set as he fired to Ryu's backhand.
This set was 11-7 in favor of the 2001 and 2005 world champion.
Ryu overcame Wang's 4-1 lead to move ahead 9-7 in the fourth set. Wang
made it nine-all before the match moved on like a seasaw game.
At 14-14, Wang sent a topspin strike to the net and then served into the
net to concede the set.
Then Ryu's topspin play went wrong. He drove into the net seven times to
lose the fifth set 11-6.
The sixth set was Wang's turn to make mistakes. He sent returns to the
net as many as Ryu did earlier, losing by two points to face the deciding
set.
Wang said after the match that both finalists had played to their best.
"It was a very difficult game, for which I had prepared thoroughly," said
Wang.
So had Ryu, who said he spent most of last night studying Wang's video.
"Ryu has been in superb form after beating his teammate Oh SangEun and
German Timo Boll, who both had never lost to Ryu before this world
championships," Wang commented.
Wang said new techniques and tactics he used against Ryu worked very well.
"I did fairly well in service returns," he said. "I used my backhand to
receive Ryu's services, the technique I had rarely used."
Ryu said he was satisfied with his play.
"I stretched Wang Liqin to seven sets and that means I have become a
better player," said Ryu. "I have hit top form and shown the best of my
play."
Earlier, Ma Lin ousted fellow Chinese Wang Hao 6-11, 11-9, 12-10, 4-11,
11-9, 11-6 in the first semifinal.
In last world championship final in 2005, Wang Liqin downed Ma Lin, who
had finished runner-up to Liu Guoliang in the 1999 final.
In the women's doubles final on Sunday, defending Olympic and world
champions Wang Nan/Zhang Yining beat Guo Yue/Li Xiaoxia 11-5,11-6, 13-11,
11-9, with losing semifinalists Kim Kyung Ah/Park Mi Young of South Korea
and Li Jia Wei/Wang Yue Gu of Singapore picking bronze medals.
